Problems fitting Hope Headset to Specialized Epic

Installed the cups which me & my mate were a bit nervous about but seemed to go in nice & straight. The insructions state that the top of the stem should be 3mm above the top of the steerer which it is & the hed lock thingy installed 10mm below top of steerer. The headset comes with 3 0.4mm shims but the instructions show only 1 being used. We used 1 as using more seems to create more of a gap between cup & the headset.
On tightening the top bolt tho there is too much play. It's moving quite a lot & we just cant figure out why :x :x :x
Anyone any ideas/suggestions?

did you fit the crown race to the fork?

Yeah the crown race is on the fork & 1 shim is on the top of the top wedge & below the top cover.0 -

You were right. All the shims went in & it was working as it should.

No the bars turned ok. When the brake was held & the bike rocked back & forth there was a significant amount of play. My mate put the all the shims on now he says it's fine & working well.0
