Wheels and Rigid Forks

Since my rims and freewheel are completed screwed on my current bike I'm now going through the process of converting it into a tourer, on the cheap, while I try to find the cash for a trail bike. But for the price of wheels and fork in most shops I've seen I could probably pick up a new bike that would be capable of doing a few miles.
I'm guessing possibly my best option is to pick up an old second hand bike dirt cheap and obtaining parts from there, but a set of new wheels would inspire some confidence, knowing the bearings aren't gonna pop out as I watch them roll down the side of a mountain in the middle of nowhere, in the rain.
Anywhere I can get these parts, half decent on the cheap? Advice?
