just want to know if you can use hardtail bikes for going downhill very fast?

Sure!
But if the said bit of downhill has giant boulders and 12ft drops, you might like some rear suspension.
And of course lots of types of hardtails.

been looking at a mongoose tyax super but wouldnt mind trying downhill with said boulders so am i better off getting full sus?GENESIS CORE 200

Most bikes for full on DH courses are full suss, but you can get long travel beefed up hardtails. The Tyax is a tough bike, but won't take too well to extreme riding. And unfortunately there aren't any really tough full sussers for the same price either.

400 was the max really but i wont be going too extreme too soon i could always upgrade a bit later or i wouldnt mind buying second hand.

Not really - and the ones that are are usually for XC.

For that kind of money...it's pretty shaky. If you can stretch a bit further this Giant Yukon FX1 is a great deal for the money. Deore and LX 27 speed transmission, hydraulic brakes, a decent fork...it doesn't get any better at this price. Still far from a DH rig but will be more forgiving of beginners mistakes (I should know. lol) There's a review of last years model (pretty much the same) on here. Granted it'll be a bit heavy, but on the bright side you'll get fit faster0
