London to Brighton Request and Cycling Ninjas

Hiya to all members,
Im here for a two reasons.The first is to ask anybody who is thinking of doing the London to Brighton ride,but finds themselves unable to do it ,to contact me.
The reason being,Im supposed to be riding with a mate of mine,but I didnt get a place.
.I know a fair number of people drop out of the ride,due to illness injury etc ..So I am more than happy to cover the original entry fee in exchange for the chance to ride this year.
My second question is,do people on this forum agree with me ,when I say cycling ninjas should be banned from the road.Or at the very least fined.When I say cycling ninjas,I mean people who go out on the road at night dressed in dark colours.They wear no reflective clothing and do not use any form of lighting.
I believe under the highway code this is an offence.
I believe the police should have the power to stop and force these people to buy lights at the side of the road ,or face an on the spot fine,because these people not only cause a danger on the roads to themselves and other road users,they give all cyclists a bad name.
