Three loops from one place

I'm looking to spend three days in the UK cycling, away from the South East, I'd like some city and sea mixed in, and some heights for views. I'm on a sort of flat barred road bike with 28mm tyres so wouldn't want it too rough.
It's got to be cheap too and I don't want to carry luggage so am looking for one spot (accessable from London by rail) from which I can do the three days cycling, so I figure I've got to plan three loops.
I enjoy sightseeing and city riding too, and as much as I enojy cycling I always like a goal beyond simply clocking up miles.
I was thinking of doing the C2C, but that comes in quite expensive what with luggage transfers so I might save that for later.
Any ideas anybody?
