where can I get a 700c rear disc wheel for cross bike?

...as it says

Only seem to be able to find 26" disc compatible wheels, not 700c...

    You might be better off building one from scratch. Get the hub and rim then size up the spokes and have a go at lacing the wheel yourself then leave it to the LBS to true, I did this and they charged me £8 and I had the wheel back within 3 hours on a saturday. Plenty of guides on lacing and spoke calculators on the interwebbie.
    I've added a signature to prove it is still possible.

    FSA and Mavic do them, but as the OP says, get someone to build them from your choice of hub and rim.
    Make mine an Italian, with Campagnolo on the side..
