Sell off parts or make a hack bike?

My old bike was mostly knackered last year when a driver pulled out on me and then (from the damage I saw later) it seemed he actually drove over part of it (frame and front wheel).
So having checked over the rest this weekend I reckon I could salvage:
the rear aksium
brake blocks
Saddle and stem
handlebar
brake and gear lever
rear tiagra derailer
The cranks and pedals also survived though the bracket seemed a bit naffed up.
Now the thing is my brother wants a lighter, faster bike. I could always get a frame and plonk them on there, or should I sell them off? I do have the old front alex dc19 wheel back from before the aksiums, so I suppose I'm not far off a hack bike.
Any ideas? Where could I get a decent steel or aluminium frame s/h or new very cheap?

Funnily enough that was what I was thinking if I did. Would be interesting on the hills, LOL. Must have a look for frames and see what comes up.0
