My project... nearly there

My project as it stands my seat post is too thin and I couldn't get the brake to screw in... I've got some brooks bar tape that matches the seat and white hoods to go on

Any thoughts as to how far the tape should go.. I was thinking just past the hoods before the curve of the bars??

Also could anyone recommend someone to paint white highlighting of the frame??
