River Deule into Lille, France

Does anybody know whether the footbridge across the junction of the Canal de Robines with the river Deule at Marquette-lez-Lille entering Lille has been restored/rebuilt yet?
Last year (2008), coming from Ieper I thought that I had found the perfect way to enter Lille from the north without suffering the horrendous road approaches - along the towpath from Deulemont into the heart of the city.
That was until arriving at the impassible junction; it was then back onto the roads and streets to Gare Flandres - not very nice.
Alternatively, is there a cyclepath into the city from Wambrechies along the opposite bank from the tram track?
