brake sticking closed

Hi, my front brake (caliper) is sticking closed, it won't return fully. What do I need to do? clean it? oil it?

Cable could be sticking - there's been a number of recent similar topics recently, may be worth doing a search

It's not the cable, it sticks with new cable and when there's no cable in at all.

I did search, but the search on here isn't great and I couldn't find anything.

I thought this may be a common thing or part of normal maintenance, but seems not.
