Aheadset - bearing retainer

The steering was really stif on the bike, removed the forks and the bearing retainer on the bottom of the headset has worn out.

Can these just be replaced or will it need a new headset ?

    Its a Aheadset STS and its the bearing retainer that has worn out.

    Aheadset is the type of headset.

    what is the make and model is it a caged ball type or a cartridge type?

    and by retainer i guess you need the cage that holds all the ball in a ring?

    if yes them i would guess the rest of the headset is fairly worn out.

    but you can just fill the cup with new balls and remove 2 and use that.
