Has anyone bought frames and bikes directly from Taiwan and Asia and if so, have they been levied import duties ?

    yes they should be.

parts about 4.7% full bikes (or a box of bits to make a full bike) 15% and then there is VAT on top.

Assume about 25% of what you paid including shipping for duty & VAT and then it's a bonus if you don't get charged. You could ask the seller to put a smaller value on the customs invoice for the goods - but then if it gets lost, insurance payout won't cover your loss. Making a false Customs declaration is not a good idea - HM Customs have greater powers than the Police.
