Got a DMR Tension Seeker for the frame, but should I tension up or down?

Tension up if you can, puts more chain in contact with the cog. Looks better too.0

Depends what you can get away with, my silly little bike has it tensioned up at the chainguide. But my carrera has a double tensioner that means i can push it up for better wrap then have the spring arm going down to keep the chain tight.0

It may depend on your dropouts. The weld on my SS means I cannot push the chain high enough so I can only tension down. Or was that too obvious?!What you're talking about is 'practice'... which should be banned as a performance enhancer!
