Which bike bag is best

We have bought a bag to put our tools/inner tube etc in, but when we went to open it (it sits below the back seat) it was covered in mud/grit etc and the zip broke as soon as we tried to open it, I think it just jammed in all the mud.
Has anyone got any suggestions as to which bike bag is best, would one with velcro opening be better? I wanted to avoid the ruck sack option as they seem so bulky to take out...unless one you mtbers can suggest a more compact bag?

I use a small rucksack 9 inches wide and 11 inches high made by The North Face.AT MY AGE, I SHOULD KNOW BETTER !!!0

I use a slimline Camelbak, fits everything I ever seem to want and isn't too obtrusive on the back, plus it carrys water.
If that's overkill, try the Ortleib saddlepacks, they have a rubber seal that goes over the zip which I'd imagine works pretty well (plus ortleib make awesome bags generally)
Final option would be a frame bag, triangle shaped thingy that goes between the top tube and seattube. Out of line of fire so should be alright.0
