Brake lever problem

I had to adjust my rear brake on the ride to work this morning as the pads began rubbing quite seriously against the rim. It works again now, but when I pull the brake lever there is no resistance (and the brake unit doesn't start to close up) until it gets about to about halfway. Then it works okay. Does this sound like a cable problem? Any advice as to what I should do? (Sora STIs, by the way, and Tektro calliper brakes.)

    Are the brake caliper arms moving freely when you disconnect the cable? I've had problems that sound like yours in the cold snaps lately and it's turned out to be the arms freezing/seizing.
