Anti-dog, scaring, whistle things

Off to lebanon and syria in a couple of months for a bit of a tour. One of the guys I'm going with is from that part of the world and has asked if anyone knows of decent dog frightening tools - whistles, and the like that scare them away
He's had some canine related scares recently and wants to be kitted out proper like for the trip. I had a bit of scare with a mad dog in tenerife (no, not in the gary linekar bar....) so something that gives them a scare (and doesnt require locking and loading...) would be worthwhile
Any pointers or recommendations?
