Problems replacing brake blocks

I'm no maintenance genius, but I thought changing some brake blocks was well within my capability...

However, I'm finding that the only way I can get the brake blocks further away from the rim is to loosen the cable. Now, according to the book I've got, I should be able to make all manner of fine tuning adjustments without resorting to loosening the cable. It's now to the extent that the arms holding the block aren't parallel anymore. Does this indicate I might need a new cable? or do I just admit defeat and take it in for a service?

    If the brake arms aren't parallel, it can mean that one side has more tension than the other and is pulling the brake to one side. Try backing the tension right off on both sides and then increasing it by the same amount on each side.
