Im looking at buying a torque wrench for under £30 (which may be a bit low) where can I get one from for a decent price that will do the job of tightening up my carbon handlebars?

I doubt you'll find one in Matlock for that price.
You could try places like Machine Mart, Tooled Up, Screwfix, etc. Do a Google search.
Before you buy, you will need to choose the range of torques you need. I use two wrenches, one does 2 - 24Nm and the other 30-150Nm. This covers everything I need (luckily there is nothing on my bikes between 24 and 30Nm). You may find one wrench that covers the entire range you need, but probably not.0 -

I use Ritchey Torque Key for bars, seat pin bolt and stem. Its very neat for the tool box and cost £9 ish. Its set to 5nm which seems a common enough level of torque but isn't adjustable. The adjustable wrench I got from Screwfix was pretty cheap but is huge and rarely gets used.0

I use this one

Its no Snap On, but its more than adequate for using on a bike0 -
I've got one of these http://www.parker-international.co.uk/7078/BBB-TorqueFix-Torque-Wrench.html?referrer=froogle and it does everything I need.'Hello to Jason Isaacs'0
