New brake blocks - too tight

Grateful for some help here please. Am a complete maintanance idiot but been on a course and decided I needed to change my brake blocks, as I want to start cycling to work.
Anyway the new blocks seem to sit too tight - they are locked onto the rim and I cannot see how to adjust them. I did not have this problem with the old ones.
I have got all the washers etc on properly - what else should I try?

Edit to say v-brakes, Trek hybrid 2 years old (the bike not me)
