The following things I use daily on my way to and from work and would recommend to anyone else.
Endura laser waterproof jacket - this has been invaluable with our lovely weather.
Focus Cross Disc - this has done sterling service all weathers and still on the same set of brake pads after 3,500 miles.
Sealskinz thernal merino wool socks - warm and dry :-)
Giant Winter Chill gloves - briliant in conjunction with Sealskinz thernal liner for winter gloves
Vittoria Randonneur Cross Pro tyres
I would recommend these items to commuters on a budget like I am.

I have both the DeFeet Woolie Boolies and the Sealskinz Merino thermal sock liners (which I wear as socks in their own right) which i think are those mendtioned in the earlier post. I find them very similar in warmth on the foot but the sealskinz come much higher on my leg so i always start out with cold shins/lower calves with the Woolie Boolies.
Edit: to add a personal recommendation as per the thread purpose, I'd definitely rate the following in the 100% bracket:-
1. Endura coolmax bib shorts
2. Endura thermolite leg warmers
3. Rapha sportwool jersey + armwarmers (that's sure to attract some replies about overpricedness etc.... on the one hand I didn't pay for it - I won it in a bikeradar online draw, on the other hand I would buy another if/when this one wore out)0 -

What is the braking like on the rear
I ask because I have a disc braked road bike (using ergo levers rather than STIs) and the rear is OK, but nor brilliant

Those Giant gloves that good are they? Keep your fingers warm as well as your hand? I was thinking of giving them a try.0 -

The rear braking seems fine I have to remove the pads every week and brush them with a wire brush against the graining they get and this keeps them going.

The Ginat gloves on their own are fine for temp down to 2 degrees but lower I wear merino wool inners as the wind chill gets to my fingers. I've been hugely impressed with them especially in the wet as they seem to shed most of the rain.
I also use DHB leg warmers and they have been absolutely invaluable over the winter months.0
