Pop Rivets loose

Guys,
my bottle cage is rattling like nobodies business and it's driving me mental. it's not the cage itself but the attaching rivet/holes it screws into
Does anyone know how to fix this?
I've tried glue and sort of wedging 1/2 a washer behind it but it's just temporary and then my bike sounds like it's falling apart again.

are the rive nuts lose? if yes they will need resetting or replacing.
you could try removing the cage and then fitting a washer and then the bolt and tighten to reset the nut.
Or take it to the LBS or a sheet metal workers.
here is a pic of what they are. the fitted rive nuts that is.
and someone home made "go". http://www.fjr1300.info/howto/rivnut-tool.html
the proper tool
"Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

cheers, yeah it's the whole thing, I suspect a trip to the lbs is in order... might get them to fit my new brakes while I'm at it... hmmm
