Touring Bikes - Top Tube Length

Hi,
I've been looking at maybe buying a touring bike, and have been checking out the various manufacturers websites.
When I check the geometry of touring bikes, they always seem to have a top tube that is quite a bit longer than the road-race counterpart. This seems strange to me, I thought it would have been the other way around (more upright position for touring).
What gives?

Touring bikes generally have a longer wheelbase, maybe up to 44 inches, which gives room for feet, panniers, mudguards and also more relaxed handling characteristics.
This longer wheelbase and room for extras probably translates into a longer top tube.0 -
But they probably also have longer head tubes... meaning you aren't so crouched over.0
