10 years of cycling...what's changed?

In search for advice, I come to these hallowed shores!
I first started road cycling 'seriously' about 10 years ago as a junior, riding my local 10 and 25 time-trials and learning how to avoid being knocked off my bike by crazed drivers on the A27. I did reasonably well, but back then there were so few juniors that it was fairly easy to hit the high notes and I lost interest once I'd made the jump up to the seniors.
So, like most juniors, I drifted out of competitive cycling but because I enjoy it so much, I remained on the bike throughout the next 10 years, casually stretching myself in the Surrey Hills and even getting involved in the odd Sportif here and there (I did La Marmotte last year).
This year though, with a change of jobs (going from employed to self employed) I've decided to get back into the sport, specifically road racing (Surrey League), but it's been so long since I've been involved I'd like to ask:
WHAT'S CHANGED?
10 years ago time trialling was governed by the RTTC, whereas now it's Time Trialling UK. The BCF has become British Cycling. But are there any other notable changes around road racing and cycling in the UK in general that I should know about?
I've joined my nearest cycling club and I'm about to join British Cycling, before registering for Surrey League. Is this how it's done? What is the British Cycling scene like (domestically)? Have there been any major rule changes?
Sorry for such an open-ended question, but it might start an interesting debate!

Crawley Cycling Club. I used to be with the Wheelers, but really impressed by what CCC are doing recently.0
