Question about baggy shorts fit

Hi!
Just got my first pair of baggies (have not used them before) and I need to ask: is the fit supposed to be on the large size (they feel slightly too big for me with padded shorts underneath) or are they meant to be closer to the leg, tighter, in other words? If on the flappy side, wouldn't they catch in bramble and so on?
