28" Tubes vs. 700c Tubes

I recently ordered a pack of 5 Continental Road Inner Tubes online, and was sent Race 28 tubes, not the Tour 26 tubes i was expecting.

Although most websites say these are compatible with 700c wheels, and the box says suitable for 700 x 18/25, the tubes hang off the rim when put on and appear to be approx. 1 inch too large in circumference.

Is this normal? Will the tyre restrain the tube when inflated inside the tyre?
It does not seem right to me. The last thing I want is a scrunched up tube in my tyres just waiting to blow out.

Any help greatly appreciated before returning said item!

    Conti 28" tubes are definitely the ones you need for 700c wheels - I've got them on all five sets of 700c wheels.

    28" is the mainland Europe term for what we call 700c.

    Thanks guys, re-checked last night and the tubes do seem to go on fine beneath a tyre, so all good. :)
