Fluid turbo trainer confusion

Looking at getting a turbo trainer but I wanted to get power measurement. I was also going to use a training DVD to pass the time
Had considered adding a Kurt Kinetic computer to a fluid trainer but...
if I peddle faster then the resistance gets harder therfore if I got to a hill (say) on a video I would have to go to my highest gear and peddle hard to get the resitance up which would be the opposite of being on a hill?
or have I got this all wrong
