Were multiple cyclists being stopped on Clapham Common today

On my ride across Clapham Common this morning I passed a cyclist who was being given a ticket by a policeman on the cycle path. Not sure what the ticket was for as I didn't stop to ask, but it got me wondering whether they were ticketing multiple people or this was maybe a one off for something. I know that they were giving notices out about the 5mph speed limit a while ago, but given the number of cyclists using the Common he would be very unlucky if he'd been stopped for that.

    The policeman may have been giving the fellow his telephone number. I understand that the practice is commonplace in this location.
