28.6 is one of the tube sizes used for 27.2 posts, but the tube thickness can vary so you really need to measure. Best bet would be take the bike to lbs and get it checked properly.

but in the MTB world you also have many tubes that keep changing thickness.
Even the mech band can be different to the seat clamp size.
