    The only difference between 12-28 and 11-28 is the lockring. they will fit on the same cassette hub but do not get the lockrings mixed up, yes they will both secure your cassette but using a 12t lockring on a 11t sprocket will stop the chain from sitting properly on the sprocket, one speaks from experience on that.
    I've added a signature to prove it is still possible.

    12-28 will be ok with your current chain...only thing you will have to watch out for is chain stretch...if it slips on the new cassette it will need to be changed..a regular 'cassette' style hub will be fine for 11t...if you stick to a 'screw on' hub then 14t is the smallest ive seen...if you go for the cassette type + new cassette you will have more options on your new cassette sprocket ratios and will be able to upgrade to 9spd at a later date if you wanted.
