I have Shimano 305s with shifts on the brakes...I cannot get the bike to get onto the smaller cog at the front by pushing the lever. It needs an adjsutment...What do I adjust PLEASE!!!

as the mech is moved to the small ring by the spring in the mech there is one lack of service option.
the cables are gunged up stopping the mech moving.
or 2 adjustments may have been made.
the stop screw has been adjusted stopping the movement.
or there is too much cable tension.
