UCI/WADA OK Lance for Down-Under

Both the UCI and WADA say Lance can ride in the Tour Down Under. The UCI says that he'll be tested long enough that it's not a problem and WADA says that the 6-month rule is a UCI rule not a WADA rule (there is no time restriction before starting to race again under WADA rules) so he's fine from their standpoint.
