How do you test the stiffness of a frame?

Is there a way of seeing how stiff a frame is without riding it? For example applying weight to one pedal and seeing if the BB moves?

I'm sure a machine is used to test frames all the time

Pressing on one pedal and seeing how it flexes isn't realistic - the tyres and wheels flex first and so it's hard to make an objective decision between one frame and the other unless of course they're shod with the same wheels and tyres and the pressures are equal.
