First bike, need help

Hi there,
Looking at getting into mountain biking but havent a clue what to look at, intrested in doing a bit of downhill/ trails etc, nothing to hardcore (yet) but also want something ok for road use.
My bro is telling me full suspention is a waste of time with my budget and to get a hardtail but my friend says go full suspention so i can have a little more fun.
Was looking at around £400 for a hardtail but now looking at saving a little more and get full suspention, maybee 2nd hand.
Anybody used a sarecen recoil, they £370 reduced from £500, look ok but then i dont really know what to look for.
Finally im 6ft 1 so what size frame should i look at?
Any help would be much appreciated
