Innertube Scheme

I have a new scheme for the Mayor of London. The innertube scheme...every person who is caught throwing a glass bottle into the road will be fined £50 (the police will enforce fine) half of this fine will go into a central fund which will allow cyclists in london to claim free innertubes/tyres..what do you think Boris, it may scupper our chances for the 2012 olympic bottle throwing event, but i think we can lose out on one Gold medal in the name of cycling...
The other course of action could be for the bottle throwing gimps to be keelhauled bare arsed accross formentioned broken glass until they see the error of their ways.

    however i think it may well fall down at the bit about the police enforcing the fine (not that i'm cynical mind, oh no not me)

    They can already be fined for littering up to £80 (sorry the only link I can find :oops: )

    And there is a fine and points for speeding too, don't often see THAT one being enforced even though its probably more life threatening.
