Help Tioga beadless tire bulges

hi all i need help on how to stop my DH tire from bulging out when i inflate them, ive tried inflating so much and pushing the lip on the tire into the rim but it seems to keep coming out on the other side and it really affects the roll on the bike, any advice please

    you need to make sure it is seated correctly all round the rim.

    If it is then the bear is broken. New tyre.
