New rotor bolts. Do I really need them?

I am just about to get some halo freedom wheels and on some ebay adds I have seen the expression "no rotor bolts included because you should change rotor bolts each time discs are changed." Now tell me if I'm wrong but I can't think of a reason why you would need to do this other than because they have locking compound on them. I have got some temporary (the blue stuff) locking compound. Can I just use my old disc bolts and put new compound on. I don't see why not, but I don't want to break my new wheels.
I wish I could afford the hope factory

Bolts are not being supplied with the wheels but when people are selling discs. I thought I could use the bolts again! I will apply some locktite to the bolts and put them in. Probably coming off again soon to replace disc set up!I wish I could afford the hope factory0

The torque setting isn't ridiculously high is it?
We have some bolts, on a piece of machinery at work, that need replacing everytime they're taken off because the manufacturers don't warranty them for that amount of force being re-applied, could shear off.0 -
