Where do all the frames go?

Whilst commuting in London I see a lot of abandoned damaged bikes or stripped frames chained up to racks or railings. Most are £50 Asda crap, but I do see the occasional ok quality frame.
Does anyone know what happens to them when the councils finally have them removed? Are they auctioned off or just sent to the dump?
I have some Sora components and wheels left over after upgrading my bike and want to build a drop bar commuter on the cheap for the Winter.
Some people throw a bike away because the components are worn or damaged so I've been keeping an eye out for discarded frames near skips etc, but no luck so far.

    I watched a guy in Verona, Italy stripping parts off abandoned frames - I like your thinking, maybe I can do this to the tossers that fill our bikeshed at work with bikes, then leave them there locked up for 2 years......Another summer only cyclist rant!

    there was (maybe still??) a frame on Chambers Street in Edinburgh that had everything stripped off it except a chris king headset........

    right opposite the Sherrif Court...... always thought about it but don't fancy trying to explain it to the many coppers who hang around there all the time!
