In the mags - tester riding a frame which is too small so has a huge drop from saddle to bars, or more than 20mm spacers, or a combination of both.

Out on the roads - lots of people riding with huuuuge drops from saddle to bars. End result is they can't ride on the drops as it is too uncomfortable  Why not just buy a flat bar bike and be done with it?

If you race you want to be as low as you can to get aerodynamic. Makes quite a difference on a time trial race - short distance

Admittedly, my Road/commute bike has a flat bar as I have a backpack on. My racing bike has drops and is setup very low to get a good aero position for racing short distance - fine balance between comfort and pain - I would adjust it more upright for distance racing over 10 miles (or if I fancied using the bike to get to work!).

I only use the drops going downhill or on a flat when I can get a sprint on, guess different people have different techniques too.
