Damaged seat tube?

Any idea how far down you should be able to push the seat post on a Kona dawg? On mine a 350mm post only goes down half way, but I'd expect it to go considerably deeper. The seatpost is intact, and on my other bike (a Nicolai, which incidentally also uses a 30.0 post), it goes down all the way. As far as I can see, there is no obstruction in the seat tube, or anything else that would explain this.
The question is, can regular riding (crashes excluded) bend the seat tube enough to interfere with the seatpost? If so, does it indicate poor quality of the frame, or is it the kind of wear you'll just have to accept as normal?
