Kinesis Racelight T - Headset Problem

I am just in the process of building my new Kinesis Racelight T and I am trying to fit a new headset. I am using a recommended integrated headset which is a FSA Orbit CC. The problem is that the headset fits inside the head tube without any trouble and without the need to use a headset press, but when I fit the fork the headset revolves within the head tube. Is this correct?

integrated headset bearings should be a slip fit so yes NO press.
when the fork is correctly fitted the outer race of the bearing should not move in the frame."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."
