Team Radios, who speaks to who?

The ways I see these radios is that

Team Manager - Can broadcast to team members
As a team, group broadcast, and to individuals?

Team Riders - Can broadcast to team manager.

Is this assumption right or is there any other permutations I've missed?
I've added a signature to prove it is still possible.

    I think with the technology now anyone can speak to any one.

    In general, it's an open channel: everyone talks to everyone. The technology is there for the manager to choose who he wants to talk to, but riders surely broadcast of an open channel. I can't imagine the button twiddling they'd be doing otherwise.
