Primary, wet weather pads and decent brakes are all you need. The OP has already admitted he's not using particularly great brakes in the first place. Good riding and braking skills combined with decent brakes are all you need on a commute. If you are sprinting fast enough to kill yourself along a line of parked cars in heavy rain then quite frankly you shouldn't be on a bike in the first place. It's a tenuous argument. If roadbikes needed disc brakes that badly then they would be standard. Oh and insulting my inability to observe the braking abilities of my rim brakes is a fairly poor way to conduct a debate. I've been commuting in london for i dunno or 7 years now, in all weather save snow (because of ice not brakes) and I have never had an issue when
