adjusting shimano 105 triple front mech

I am having trouble adjusting my 105 front mech triple . Shifting between large and middle rings is fine , but I cannot shift down into the smallest ring . I have been trying to use the limit screws but with no success . Is this possibly a cable tension problem ? Should I be using the barrel adjuster on the down tube ?

    Check that the cable has no tension in it when on the small ring and the low adjuster slacked off. If it still won't change then maybe the bottom bracket spindle is too short on the drive side.
