Montane Velo. Rolls into a light ball and decent rainproofing. Good for keeping the wind out too.

I've got a Gore Oxygen III, it's proved pretty good so far, but it wasn't cheap. best bit is the fact that it's so fitted which means it doesn't inflate like a michelin man, oh and the fact that it keeps me very dry (unless it's too warm in which case the green house effect takes over, but this seems unavoidable). It's light enough for me to use it as a race cape on the weekends too.

Depends if you change at work or commute in civvies and have to wear them all day.

I used to commute a minimum of 27 miles every work day Summer and Winter. It's surprising, even in wet periods how rarely I actually had to ride in rain. Quite honestly I've never found any means of keeping dry in heavy rain and just concentrate on keeping relatively dry but warm. I just hung my kit out to dry during the day.

If you're commuting short distances slowly then I suppose you need both jacket and overtrousers and they're expensive. A lot of people used to swear by old fashioned capes - I always swore at them :)
