XYLENE is a solvent and can be used as a cleaning agent.

It is not a touch up paint.

just a thought, as Xylene can also be used as a paint thinner, the lable could just be a warning that it contains Xylene is there a built in brush in the cap?

if yes then i would say it is touch up paint.

Xylene is indeed a solvent, but then that is how paints tend to work, some form of stain or solid dissolved in a volatile solvent, I'd paint a bit on a bit of glass and see what happens.
