Cannondale Bottle Bosses

On my Cannondale Caad6 frame, i attempted to fit a cage to the seat tube set of bosses. The top bolt appears to rotate the thread it screws into as this thread is not machined directly from the frame. We cannot seem to unstick the bolt from this thread. Any suggestions as to how i might be able to get the bolt out?

    Happened to me on my Giant. You need a decent LBS who will extract the bolt & thread & put a new thread in for you
