Lowering Handlebars - Stems

Hi All,
I've started doing some TTs and want to lower my handlbar height. I've removed all the spacers and have flipped my current stem but that only gets my handlebars approx the same height as my saddle (riding a giant TCR CW, I'm 5'4 on a small 46.5cm frame). I'm looking at getting tri-bars to help with the "aero" position but could do with lowering the handlebar height to get a low position.
I'm a bit wary of adjustable stems. Does anybody know where I can get an oversized stem that would lower my handlebars by a good bit and not cost a fortune. I'm thinking of this one at the moment...

That'll give you -28 degrees in oversize (31.8mm)0
