slack steerer tube

hi fella'S.just had my forks removed by my lbs to allow for respray.when re-fitting the steerer tube just moves(wont tighten up)around in the frame.ive put all parts back on that the muppet who removed gave me back.feels like theres sumthing missing.any idea's?

thers the problem,theres no bearings.ive got a couple of rubber rings,and metal ones.im new to all this can you tell.am i beta to just buy a new head set?if so what would the cost be for a ok one.thanks.

well you will need the LBS to fit the new one with a press. So i would go back and demand that they sort it.
