Interesting.
Regardless of whether the who/whys/wherefores etc, once again that article flags up that there do seem to be problems with the out-of-competition testing, if what he says about them turning up with no cool bag, and outside the given window is true.
Are the people doing these tests UCI employees, or does the UCI subcontract various companies to go and do the tests on their behalf?0 -

Most, if not all, sports use third-party companies to carry out the sample collections. These companies then tend to have a number of approved testers in each country who they contact with details of the individual, whereabouts, types of samples to be collected etc. For urine - only tests, I believe suitably trained "lay" people can do the sample collections and witnessing.
