When are licences upgraded? iimmediatly or at teh end of the calendar year? For example, if I race as a 4th cat and get the necessary 10 points to go up to a 3rd cat, do I go up immediately or at the end of the year? In the same vein could you get 10 points as a 4th, the necessary amount as a 3rd and be up in 2nd cat in a year?

Yep, it's immediate (more or less) so uou can soar up the rankings as rapidly as you like!

Follow up question! If you race in a 3/4 cat race as a 4th cat, are you ranked against all riders for points, or just other 4th cats in the race?

For points you are ranked against all riders. But sometimes the organizers will put on a special prize for the first 4th cat
